Vic Bible is President of IFFS Eldercare, LLC, which he opened after more than 15 years working with clients under the Connecticut General Power of Attorney form and the Appointment as Health Care Proxy. In this position, he obtains clients’ personal information through interviews and record data gathering to provide appropriate state and federal agencies with the required information. He interfaces with the Department of Social Services (DSS) to file Title XIX applications, maintains required records and financial data for annual reviews, communicates directly with case workers, and attends hearings under the Right of Appeal process. He reviews available providers to meet the clients’ medical requirements and financial goals, and completes client DSS ConnPACE applications and Medicare Rx applications. At the community level, he obtains and submits personal and financial information from clients’ records for application for Rent Assistance Housing Authority program, or Section 8. |
Mr. Bible represents clients as they transfer from hospital confinement to a nursing facility. Further, he completes enrollment applications with nursing staff or administrators. He recommends outpatient services such as home health aide or private nursing, when appropriate. He compares agency offerings to a private payor and sets up financial arrangements. He works with the Agency on Aging to search for programs and federal grants to assist clients with necessary daily living needs. Also, he reviews Medicare and private healthcare policies for the appropriate charges for services rendered as a client advocate. Mr. Bible has also been appointed to serve as Conservator of the Estate by the Connecticut Court of Probate.
Mr. Bible oversees clients’ finances (i.e. checking, savings, etc.) to insure adequate funds are available for daily money management including payment of invoices. Additionally, he advises clients on asset management strategies and recruits professional advisors when required.
Prior to starting IFFS, Mr. Bible developed over 35 years management experience in the health insurance and banking industries with United Healthcare and Bank of New England. As Director and Senior Business Analyst at United Healthcare, he managed support of major national clients for the distribution, interpretation, delivery, and claim administration for full spectrum of healthcare plans. He ensured policy compliance while interfacing with clients’ management teams and individual employees. He represented the National Account Division in the development and implementation of a corporate in-house customer database, which houses all client benefit plan and administrative records. He maintained client database application functions with the internal staff.
As an Assistant Vice President at Bank of New England, he was responsible for a multi-million dollar payroll function for 1200 employees. In this position, he hired exempt and non-exempt personnel and conducted employee orientation and explanation of corporate benefit programs. He prepared employee retirement benefit calculations in conjunction with an actuarial confirmation. He counseled employees on selection of retiree benefit elections. Also, Mr. Bible negotiated with corporate insurance carriers on revision of health and welfare contracts and conducted on-site compliance audits under insurance carriers’ health and welfare benefit plans.
Mr. Bible is a veteran of the US Air Force and he is Past President of the Bridgeport Jaycees and the Simsbury Lions Club.

In addition to his position at IFFS, Lee Barrett is Senior VP for InSource Consulting where he is responsible for their national healthcare practice with focus on electronic health records (EHR), eCommerce, Strategic Planning and Revenue Cycle Management for insurers, providers and other key healthcare industry stakeholders. Prior to his current position he was Executive VP for new product development of the American Dental Association Business Enterprises Inc (ADABEI), a wholly owned for-profit subsidiary of the American Dental Association (ADA). He also previously was VP of Ingenix, a wholly owned subsidiary of United Healthcare after Claredi (the company he managed as Chief Executive Officer) was acquired. With over 30 years in the payer marketplace, he has worked with Travelers, Aetna, Connecticut Mutual, Mass Mutual and others and has led National Healthcare Consulting Practices for Covansys, SAIC and PricewaterhouseCoopers. He also served as managing partner of Barrett Consulting Group LLC, a provider of services to the healthcare industry that include e-health; medical banking; strategic, business, and tactical planning; and research/recommendations regarding partnerships and alliances. He has many clients in the Fortune 500 and has consulted for individual providers, small companies, and individuals. |
Mr. Barrett has worked extensively with healthcare stakeholders from all sectors including individuals, payers, providers, banks, vendors and clearinghouses. Prior to joining Claredi, he was CEO of the Medical Banking Exchange (MBEXX) LLC, a leading provider-focused entity in the medical banking field. He served as chair of the ASC X12N Insurance Subcommittee that developed all of the HIPAA-adopted transactions, Chair of the Workgroup for EDI (WEDI), and currently serves as Executive Director of the Electronic Healthcare Network Accreditation Commission (EHNAC), a nationally and federally recognized accreditation entity. He is also a former member of the board of directors of the American Dental Association Business Enterprises, Inc. (ADABEI).
He is a frequent speaker at numerous national conferences on e-health and HIPAA and is considered a leading expert on these topics. |
